WHAT WE DO

The Philippine Alliance for Recycling and Materials Sustainability (PARMS) is committed to initiating and supporting efforts to continually partner with stakeholder groups to adopt science-based and practical solutions to manage plastic packaging waste and reduce the country's waste footprint.

ZERO WASTE TO NATURE: AMBISYON(ZWTN) 2030

The Zero Waste to Nature Study exemplified a remarkable collaboration among key members of the Fast-Moving Consumer Goods (FMCG) sector. Comprised of dedicated industry members, this initiative aims to actively address the challenge of plastic packaging waste while simultaneously minimizing the country's waste impact. In line with their ambitious goals, they strive to transition to 100% sustainable packaging by the year 2025. Guided by essential principles such as Life Cycle and Sustainability Assessment, the 3Rs (Reduce, Reuse, Recycle), Sustainable Materials Management, and the Circular Economy, this study represents a significant step towards a more sustainable future.

To effectively manage waste, we commit to engage in activities using our approach:

APPROACH

4R APPROACH

  • Packaging redesign

    • Increased  R&D

    • Design  for Recycling in local settings

    • Reduced Packaging Waste

  • Improve recyclability

  • Increase the use of recycled plastics

  • Withdrawal of non-recyclable products and packaging materials where alternatives exist.

  • Alternative  delivery systems  (i.e. refills/ returnables/ multi-use  packs)  and reusable materials

  • Consumer  awareness of re-use,  enable policies  to shift behavior

  • Explore  and develop refill systems  for delivery  of goods  and services  to consumers and address  regulatory restrictions

  • Ensuring  that water and wastewater resources are not affected

  • Waste collection across communities

  • Involve all stakeholders

  • Create added value from waste

  • Infrastructure to systematically recover waste from source (better quality)

  • Increased income potential across the whole chain (informal waste pickers, junkshops, dealers, consolidators)

RECYCLE

  • Increase demand and applications for recycled materials

  • Linkages between the consumer goods industry and the local recycling industry

  • High end applications for recycled materials

  • Investments in the recycling industry

  • Push for incentives, while ensuring environmental compliance

  • Jobs for the recycling industry sector

ENABLING POLICIES

– targeted policies that will increase viability of identified solutions and enable effective implementation at scale.

PARMS EPR Program

Through its Zero Waste to Nature (ZWTN) Strategy and Roadmap, PARMS has successfully formulated the PARMS ZWTN Extended Producer Responsibility (EPR) Program, which was officially submitted to the Department of Environment and Natural Resources (DENR) on February 2, 2023. This robust EPR program has been designed specifically for implementation in the Philippines, operating under a unified Single Producer Responsibility Organization (PRO) system.

PARMS has proactively spearheaded the development of a comprehensive set of draft standards for waste management. These standards encompass crucial guidelines for calculating waste footprint and incorporating measures for recovery and diversion.

Recognizing that the transition towards a circular economy is a gradual process, PARMS emphasizes the significance of ensuring that products introduced into the market eventually become part of a circular flow.

By embracing a holistic approach to waste management and actively promoting sustainable consumption and production practices, we can collectively forge a path towards a more sustainable future, safeguarding our planet for generations to come.
